Mr. Mellow

Tan-skinned and of average build, he carries black hair under a green cap crowned with a melon stem. His dark red shirt bears the kanji for "Full-Ripe," worn with a white fur scarf, plain black pants, and a brown belt, while a tattoo of two coiled snakes marks his left arm in the anime. In the earlier flashback where he hauls the Dance Powder cart, the shirt instead read "Half-Ripe," the fur scarf was absent, and the manga gave him lighter, grid-patterned trousers.

He shows the makings of a capable leader and a hunger for advancement that knows few limits, willing even to chase down Portgas D. Ace in pursuit of a higher rank. That ambition runs cold enough to turn on his own side, as proven when he had Mr. 11 killed to open a vacancy. His confidence, however, outstrips his judgment, and his pursuit of Ace ended in vain.

As a contender for Frontier Agent he holds some fighting ability and clearly wielded authority among the Billions, directing both the killing of Mr. 11 and the hunt for Ace, and he carried a gun to assassinate his rival. Four years before the main events he headed the Nanohana Incident, leading Billions who wheeled a cart of Dance Powder through town until its axle snapped and the sacks split open, sending the panicked agents fleeing once onlookers gathered. Later, as the Straw Hats reached Arabasta, he boarded the Marine ship holding the captured Mr. 11, refused the agent's demands, declared he would rather see him dead to free up a Frontier Agent slot, and shot him. Spotting Ace afterward, he sent five Billions ships after the pirate hoping for a promotion, only for Ace's Hiken to rout him and the forty-nine men under his command.
