Nagels

Nagels rules his stolen territory on Welbems Island with savage indifference. He cares nothing for the people under him, compelling everyone older than six to labor twelve hours a day regardless of age or condition, and he has no qualms about starving them. Every coin earned from selling the fruits of their toil he keeps for himself.

Nagels' personal combat skill is never described, yet he is formidable enough to lead a crew that overran half an island. He also became enough of a nuisance to the World Government to draw a bounty of 60,000,000 berries, a notably high figure for the North Blue.

Roughly two years before the events of the novel, Nagels led the Nagels Pirates in an assault on the northern half of Welbems Island, and in under three months their numbers and force conquered the whole region. He then founded a kingdom named for himself and installed himself as its ruler. His treatment of the populace was merciless, working everyone over the age of six to exhaustion while he exported their minerals and crops and pocketed the proceeds, leaving the realm impoverished and its people sick and hungry. Articles detailing the horrors appeared over the following two years, but nothing changed. He repeatedly tried to seize the southern half of the island as well, only to be turned back each time by Hakkuro Village and its neighbors. In Law: The Hour of Kikoku, he launches a fresh invasion of the south, his largest yet, striking from both land and sea at once.
