Regis is an anime-original Marine stationed on Hand Island and the son of the wax artist Diego. He enlisted to protect his home against his father's wishes, only to rebel against the corrupt commodore Bilic and be jailed for it.
Standing unusually tall at roughly 261 centimeters, about one and a half times Luffy's height, Regis has a tanned, muscular upper body set on noticeably thin legs. Dark red hair and matching sideburns frame his face. He goes about in a white sleeveless shirt, navy shorts, folded-down black boots, a blue scarf, a green pouch tied to his left leg, and a bandolier slung across his chest.
Headstrong yet honest, Regis enlisted with the Marines for the good of his island even though doing so defied his father. His sense of right would not let him stay silent, and once he uncovered what Bilic was really doing, he refused to fall in line and openly turned against the commodore.

Until a couple of years before the story, Regis lived alongside his father Diego studying the craft of wax modeling, a skill at which he became fairly accomplished. He then enlisted under Bilic against Diego's wishes. When Bilic began firing on the island with his Josephine, Regis revolted and was imprisoned for it, and his refusal to apologize earned him Bilic's customary torture of having his cell submerged in seawater. After Luffy met Diego and went to free Regis and deliver the young man's first wax statue, he too was captured, leaving Sanji to break them out. Resting on a reef near the base, Regis learned that his father still believed in him, and together with the Straw Hats he resolved to tear down Bilic's base for the sake of Hand Island. He fed wax into the Josephine's mouth to make it explode, and after Bilic melted his statue and lost to Luffy, Regis reconciled with Diego while choosing to stay on as a Marine.
