Bilić is a Marine Commodore once posted to Hand Island and the chief villain of the special Episode of Luffy. Driven by delusions of grandeur, he terrorized the islanders with his cannons until the Straw Hats toppled him.
Bilić cuts an egg-shaped figure, a short, rotund man whose limbs are oddly thin against his bulk. Orange hair tops a face split down the middle, the right side blackened and fitted with a monocle while the left stays pale. His outfit mixes mismatched colors throughout, from a yellow-and-black shirt to boots of differing shades, and on his right arm he works a snake puppet named Hebić, crowned with a tiny top hat bearing the Marine crest.
Selfish and grandiose, Bilić dreams of rising to admiral like his idol Borsalino, and his Napoleon complex pushes him to cruelty. He conned Hand Island's craftsmen into raising his fortress and its great cannon, then shelled the island for his own amusement. Behind closed doors he sneers at fellow Marines as dim, Koby and Helmeppo included, and he refuses any defiance, jailing Regis in a spinning water-mill cell for daring to object. He keeps up a running act with his puppet, which flatters him while mocking everyone else.
