Topakka carried the pale green tint of her wrasse lineage across her skin, paired with striking blue eyes and a flowing mane of vivid red hair. Her wardrobe ran to a short pink kimono decorated with red ring motifs. Having passed the age of thirty, the point at which a mermaid's tail divides, she walked on a pair of legs rather than a fin.

History

Like all merfolk, Topakka could breathe beneath the waves and swim faster than any other sea creature. Those gifts did not save her on land. More than thirty-three years ago, a wreck cast her and the young Kawamatsu ashore on Wano Country. When the two sought aid, local humans pelted them with stones, and the assault left Topakka mortally wounded. In her final moments she warned her son of the discrimination fish-men endured and urged him to call himself a kappa, then died.
