Slender in build, Rio keeps her long brown hair gathered behind her head while leaving bangs across her forehead. Her outfit pairs a red crop top, which has a squared neckline and puffed short sleeves, with a loose purple skirt and a set of pointed heels in orange.

Bold and quick to push her agenda, Rio barely waits before pressing the Straw Hats into helping her homeland. She knows how to read her audience too, dangling the local specialty known as Samba Beef in front of Luffy to seal his cooperation.

Life on Samba Island turned grim once Chameleone seized control, leaving Rio and her neighbors living in dread. One day she and her brother were chatting about the yearly Samba Festival they both anticipated when Chameleone passed within view. Once he was gone, her brother declared he would rise up and free the island. From a distance, the Marine admiral Kizaru struck him with a ray of light fired from his Devil Fruit power, and the wounded young man tumbled into the water before fleeing.

Once the Straw Hat Pirates landed, Rio went to them, describing the festival's acrobatics contest and its Samba Beef reward. She then dropped the cheerful welcome and admitted that Chameleone ruled the island, pleading for the crew's aid, which they granted. Chameleone later took on Luffy's appearance to break the crew apart from within, and Rio saw the whole ruse unfold. With Chameleone beaten by Luffy and Marco, Rio was finally able to embrace her brother again.
