Appearance

His black hair is swept upward into a curl in the manner favored by Celestial Dragons. A broad, obese face carries stubble around a thick-lipped mouth, and snot routinely hangs from one nostril, which he digs at openly. Like the rest of his kind he is sealed in a heavy white suit shaped almost like a spacesuit, studded with medal-like fittings and finished with a green collar, while a resin bubble supplies him air kept apart from what ordinary people breathe.

Charlos behaves as a spoiled brat, lacking responsibility and proving far more childish and violent than the other Nobles. Rather than merely reminding commoners of their place as his family does, he deliberately rubs it in, driving a slave to collapse and then selling the man on to extend his torment. He hungers for his father's notice, forever wanting his deeds seen and approved. Believing himself divine, he claims the right to enslave anyone, royalty included, and orders the deaths of those who defy him, as when he told Rob Lucci to kill Neptune. Above all he is obsessed with mermaids, squandering a fortune on Camie and twice moving to enslave Princess Shirahoshi in plain view, never learning from the savage beatings that follow.

His rank lets him act however he wishes and call down an admiral if anyone harms him, though his body is weak: he would sooner be carried than walk, and a lone blow leaves him senseless. On Sabaody he shot a man to seize a nurse as his bride, fired at Zoro for not bowing, and outbid the room for Camie at the Human Auctioning House, only for Luffy to send him flying through the benches after he wounded Hatchan. During the Levely he again sought to make Shirahoshi a pet and ordered Neptune slain, at which his fellow Noble Mjosgard knocked him out with a mace and apologized for the disgrace. He renewed the attempt later using Bartholomew Kuma, and this time Sai and Leo flattened his head; bystanders assumed he had been murdered, yet he endured. His repeated failures, racism toward fish-men, and cruelty mark him as more extreme than the typical World Noble.
