Rob Lucci, nicknamed Massacre Weapon, is a masked operative of CP0 and once the most fearsome assassin CP9 ever produced. He posed as a Galley-La shipwright in Water 7 to seize the Pluton blueprints before Luffy defeated him at Enies Lobby.

Appearance

Lucci stands tall, lean, and muscular, with arched brows and a neatly trimmed goatee. His wavy black hair falls to his shoulders and is occasionally bound into a ponytail, and outside of combat his pigeon Hattori tends to sit calmly on his right shoulder. A crossed-out square is tattooed on each of his upper arms, while his back carries five scars from cannonballs arranged into the emblem of the World Government. For a time he sported a tall black top hat banded in sepia, losing it during his bout with Luffy. While posing as a shipwright, his clothes consisted of brown trousers held up by caramel-colored suspenders worn over a plain white tank, whereas his assassin attire was a black two-piece suit, sleeves rolled up, with a white tie and pocket handkerchief.

Following the timeskip his look shifts to a blue-and-white suit draped with a white coat over the shoulders, and his beard lengthens into a small ball at its tip. As a CP0 agent he dons a simple mask covering the upper half of his face, marked with lines that sweep below the eyes.

Cold, detached, and composed, Lucci carries himself like a near-psychopathic agent indifferent to the world around him. The brutality he showed in turning on Paulie, a man he had spent five years beside, underscores how little genuine attachment he forms; he likewise felt no real tie to Water 7 and no loyalty toward his superior Spandam. Throughout his undercover years he stayed silent, channeling his words through Hattori and even passing as a polite, humble craftsman, a guise he discarded the moment his mission ended.

His sense of justice rests on the conviction that anything opposing the World Government deserves destruction, a doctrine CP9 frames as Dark Justice with his personal motto of Necessary Evil. Beneath the stoic exterior, though, lies enormous arrogance and a craving for violence; he has admitted joining the World Government chiefly so that killing would be sanctioned. Sadistic and easily amused by the suffering he causes, he once let Luffy trail him simply to enjoy a fight, and he flooded a passage to threaten the Straw Hats just to deny Luffy any sense of triumph.

Acknowledged as the most powerful agent CP9 has ever fielded, Lucci built a notorious name even Bartholomew Kuma respected. By thirteen he had already slaughtered five hundred of a kingdom's soldiers along with a pirate crew on his own, and as an adult his Doriki reached 4000, nearly double the 2200 of Kaku, the next strongest agent. Following his loss to Luffy he grew stronger still and rose into CP0, the most elite branch of the Cipher Pols, where he commands other masked agents. Even so, he could not overcome Luffy after the pirate became an Emperor, and in a later clash with Zoro he was left seriously wounded.

From childhood Lucci endured grueling Six Powers training, granting him strength rated at four hundred times that of an ordinary armed soldier without transforming. His durability and stamina are immense, shrugging off Gear 2 strikes and absorbing cannon fire as a boy. Eating the Leopard-model Neko Neko no Mi gives him a powerful human-beast form, and he commands both Armament and Observation Haki, having awakened his Zoan fruit. A skilled ventriloquist, he can throw his voice so it seems to issue from Hattori, and his cunning, tactical mind matches his physical might.
