Sapi is a Loguetown fishmonger of mixed heritage, the first known character born of both human and fish-man parentage. He is remembered for selling Sanji a rare blue-finned elephant tuna during the crew's stop in the town.
Half fish-man and half human, Sapi sports a shaved head from which a small blue fin protrudes at the back. His skin is tanned and his frame looks fairly muscular. A broad grin is rarely absent from his face, and he wears a dark yellow shirt striped horizontally.

Because only half his blood is fish-man, Sapi likely lacks the full superhuman strength and underwater breathing his fully fish-man kin possess. Even so, he is a capable angler, having hooked a sizable fish seldom seen in East Blue waters. While Sanji wandered the marketplace, Sapi welcomed him to his stand and identified the huge fish as a blue-finned elephant tuna, boasting that he had reeled in the South Blue rarity himself. He offered to carve off a portion, but Sanji bought the whole fish instead, which Sapi happily wrapped up. In the anime he instead announces and commentates the Loguetown cooking contest, where his name was first given as Ness before later being corrected.
