Two decades before the present, Spandine ran CP9 and oversaw the so-called investigation that ended in the Ohara Incident, calling down the Buster Call himself. The parent of Spandam, he has since been crippled by illness and stripped of his pull inside the World Government.
At the time of the Ohara Incident, twenty-two years back, Spandine had a square jaw carrying a faint beard, his hair combed tidily but left flowing at the back. He wore a black suit over a peach-toned shirt, with a striped coat draped on top.
By two years ago, age had grayed the crown of his head while the back and his beard stayed dark. That beard had stretched into a long, pointed goatee, paired with a small toothbrush mustache, and his face had grown lined. He had also swapped his coat for a white one. Overall he resembles his son to a noticeable degree.
Like his offspring, Spandine is a coward. He took pride in his rank and relished lording it over those he branded criminals, caring for no one but himself and bending his authority to his whims. Convinced everything he did was correct, he stayed fiercely devoted to the Five Elders and imagined himself nearly untouchable as a government agent, posturing as a hero while behaving like a spoiled child. Bossy and unpleasant, he constantly angled for promotions and even laughed as the Buster Call was unleashed on Ohara, expecting it to advance his career.
Unlike his son, however, he did show concern for his subordinates, ordering them off the island and declaring their lives worth more than the prisoner's once the Buster Call began early. He was likewise shaken when Sakazuki destroyed the ship carrying Ohara's evacuees, hinting at some regard for life, though that did not stop him from later framing Robin for the disaster. He is also prone to melodrama, certain he was dying when Nico Olvia's shot merely pierced his sleeve.
Sent by the World Government twenty-two years ago to look into Ohara, Spandine grumbled about having to travel to the West Blue. After landing, he seized Nico Olvia and rounded up the island's scholars, having his men search the Tree of Knowledge until they uncovered a poneglyph. He let Professor Clover address the Five Elders by Den Den Mushi, then shot him on their command before he could name the ancient kingdom. Pulling out the Golden Den Den Mushi handed to him by Admiral Sengoku, he summoned the Buster Call.
As he hauled Olvia off, the young Nico Robin called out, and Spandine learned the girl could also read poneglyphs. With cannon fire closing in, he gave up on Olvia and bolted to his ship, ordering the citizens to bar Robin from the evacuation vessel. He then watched in horror as Vice Admiral Sakazuki blew that ship apart. After Robin slipped away, his frozen rudder kept him from chasing her, and he reported the child to Sengoku. He afterward fed journalists a lie that blamed Robin for the ship's destruction and Ohara's ruin, a story that branded her a demon across the world. Command of CP9 eventually passed to his son.
Following the Enies Lobby disaster, he met his hospitalized son to plot the murder of the wayward CP9. During the timeskip he maneuvered Spandam into the CP0 chief seat, but after he and the disgraced agents foiled an Underworld scheme, illness confined him to bed, drained his influence, and cost Spandam that position.

When I first decided to commit to watching One Piece seriously, I knew I was embarking on one of anime's longest and most beloved series. With over 100...

The transformation everyone knows, the follow-up question nobody would touch. Why we made a smooth R&B track about the golden glow Dragon Ball never talks about....
Spandine once led CP9 and called down the Buster Call on Ohara, but his influence collapsed after illness confined him to bed. He lost the political pull that had placed his son Spandam atop CP0, leaving Spandam to fall in rank as a result.
Yes, Spandine is the father of Spandam. Spandam succeeded him as chief of CP9 and the two later plotted together after the Enies Lobby disaster.
