Bright yellow skin sets Togare apart, topped with a head of fuzzy dark brown hair. He keeps a dark red cap on and wears a light blue shirt patterned with an even paler shade of blue.

Togare backed the idea of relocating Fish-Man Island, a stance he committed to by adding his signature to the cause. That single act marks him as someone who supported peaceful change for his home.

Like all fish-men, Togare possesses physical strength roughly ten times that of an ordinary human. In the past, during one of Otohime's rallies advocating coexistence with humans, he signed her petition in agreement. Years later, when Hody Jones delivered his speech vowing to purge the island of every so-called traitor who had endorsed harmony with humans, Togare stood among the horrified citizens listening. The anime expands the moment, showing him recall the day he gave his signature and cry out in terror as Hody read his name aloud.
