Toyama Tsujigiro

Tsujigiro is a man of ordinary build marked by heavy eyebrows and black hair gathered into a topknot. His attire pairs a dark blue kimono with a light blue hakama and a matching light blue vest.

Beneath the official's robes lies a cruel man who slaughtered random victims simply to feed his thirst for blood. Cold and calculating, he was willing to pin his killings on an innocent stranger and condemn him to die. He also nursed a fixation on fine swords, all but drooling as he handled the famous blade Shusui. Sharp enough to notice that someone Zoro's age could not have been the original thief, he assumed the young ronin had taken the sword from the true culprit.

As a magistrate, Tsujigiro held authority over a sizable force of samurai and presided over the Flower Capital. His talent for stealth let him operate as a notorious street slasher who long avoided capture. He carried real skill with a blade, having killed several people by sword; the anime shows him slicing a straw practice dummy clean in two. There he also voices his belief that a blade grows stronger by drinking human blood.

At some point Tsujigiro began stalking the streets at night, claiming three victims within a single month before the ronin Zorojuro was blamed for the crimes. He convicted Zoro as the slasher and ordered him to commit seppuku, then examined the seized Shusui while overseeing the sentence. Zoro, having worked out the truth, cut him down with the seppuku knife, an act that branded the swordsman a wanted criminal throughout Wano.
