
Among the elite Shinuchi who ranked just below Kaidou's All-Stars, Ulti once held a seat in the Beasts Pirates' Tobiroppo. The older sibling of Page One and the child of a former Warlord, she clashed with the Straw Hats throughout Wano before swearing herself to Yamato when the crew fell.
Ulti stands relatively tall with a fair complexion, her blue hair falling in rounded locks shot through with pink streaks and one white strand above her left eye, finished off by an ahoge and blunt bangs split toward the left. White horns sweep upward off either side of her skull in the manner of a bull's, and her large, round eyes carry pinkish-violet irises beneath long lashes. The bottom of her face hides behind a scalloped pink mask edged in white, which she keeps even after shifting into her dinosaur shape. Her standard ensemble couples a pleated white minidress and a blue bow with a fur-edged blue cape and red high heels; once the raid is over, she reappears in a short kimono riddled with sword cuts.
Loud, foul-tempered, and fast to threaten whoever gets under her skin, Ulti flips between playing the elegant lady and breaking into vulgar tirades. She fears neither Queen nor Kaidou, addresses the Governor-General with shameless familiarity, and nurses a vengeful streak that ignites the moment she or her brother Page One takes any harm. A sharper mind hides under the bratty surface, since she once swiped two Devil Fruits off Kaidou to make herself and her sibling strong. Capping her sentences with the courtesan-style copula arinsu, she puts on a refined register that falls apart the instant her temper goes.
A bounty of 400,000,000 berries and her Tobiroppo standing flag Ulti as a serious threat, capable of pushing Luffy and, with Page One alongside, of trouncing Nami and Usopp. Her trademark assault is her own head: she rams it forehead-first into a target with a force compared to cannon fire in the technique she calls Ul-Zugan. That power flows from an Ancient Zoan, the Pachycephalosaurus-model Ryu Ryu no Mi, which lets her take on a full pachycephalosaurus or a human-hybrid build and gives her a remarkably thick skull plate. She handles both Armament and Observation Haki and fights with a spiked morning star, later picking up a katana once she falls in with Yamato.

Ulti is not Kaidou's daughter. Her father is Hanafuda, a former Warlord of the Sea, though she served Kaidou as one of his Tobiroppo before later allying with Yamato.
Ulti fought as an enemy of the Straw Hat Pirates during the Wano Country arc, clashing with Luffy, Nami, and Usopp as one of Kaidou's Tobiroppo. She is loud, foul tempered, and quick to threaten anyone who crosses her, though she later abandoned the Beasts Pirates to ally with Yamato.
