The second-born son of the Vinsmoke Family, Vinsmoke Niji goes by Dengeki Blue and commands forces within Germa 66. Hot-headed, cruel, and emptied of empathy by his father's surgery, he counts among the Whole Cake Island antagonists until the clan sides with Sanji's crew.
Marked by blue hair and the same curled brows that twist into a six like the rest of his family, Niji matches Ichiji's slender, tall frame. A wide swooping partition carries his hair across the right of his face and ends in three spikes. In combat he wears a blue raid suit fitted with a black cape bearing the number two, dark goggles, golden gauntlets, an aqua ascot, horned earphones, and a belt buckle styled as a lightning bolt. Off duty he switches to a light buttoned shirt with a tie, and for the Tea Party he changed into a blue double-breasted suit. In childhood he wore a numbered light blue shirt and a smaller pair of goggles, his hair kept shorter than it is today.
In line with his relatives, Niji despises servants and commoners and goes as far as to mistreat them, once flinging a plate at a chef and afterward bragging that, knowing Sanji cared, he would have aimed anywhere but her face. Stripped of empathy by Judge's surgery, he flares up easily, acts petty, and stays untroubled by death, laughing as Big Mom's deceit snared the family. While working he keeps things businesslike, gathering Germa's payments, and he reveals occasional traces of conscience, disapproving of Big Mom caging humans within books. He also returns favors: after Sanji rescued him he immediately saved several Straw Hats, raced to his fallen father, and yanked his brother away from a missile while joking that he was a good-for-nothing. He shows cunning as well, copying Nusstorte's voice to deceive Mont-d'Or.
Being a Germa prince lends him political weight and considerable pull over the World Government, plus authority over soldiers willing to die at his word; he and Ichiji wiped out a two-year conflict in only four hours. Genetic upgrades furnished him an exoskeleton, speed so blistering that even Sanji's Observation Haki could not follow, and durability enough to snap his own dislocated jaw back into place mid-battle. His Dengeki Blue power charges his body or a blade with electricity, delivered through techniques like Henry Needle and the sword strike Henry Blazer, and he likewise contributes to the trio attack Black Bug.
