Stationed in the East Blue, the 77th Branch was a Marine detachment answering to Commodore Pudding Pudding. It appears during the events at Arlong Park, existing in the tale largely to underline the peril Arlong posed to the waters surrounding the Conomi Islands.
Orders sent the detachment to Arlong Park for a relief mission aimed at aiding those crushed beneath Arlong's rule. On arrival, though, the sight of the fish-man's fortress prompted Pudding Pudding to order an assault instead. One cannon blast proved enough to set Arlong off, and he turned his crew loose on the Marines. A squad made up of Chew, Kuroobi, and Hatchan conjured a man-made whirlpool under the Marine ship, hauling the vessel and all hands down to the depths.
Commodore Pudding Pudding is the unit's leader and its lone named figure, the officer whose reckless choice to open fire on Arlong's stronghold wiped out his whole command. In the live-action version the branch is invoked rather than shown, coming up first when Nami fooled Morgan, then once more through Koby during the hunt Garp led for Luffy.
