Sitting in the North Blue and nicknamed the White City, Flevance owed its luminous, snow-draped scenery to a glittering mineral known as Amber Lead. Travelers often doubted such a dazzling place could be real. The kingdom is most closely tied to Trafalgar Law, born there as the son of its finest physician. Whether it formally answered to the World Government was never made clear.

Refiners turned it into cosmetics, paints, sweets, tableware, and even weaponry, and worldwide demand pushed the town into sudden riches. The hidden price was lethal. A century earlier both the ruling house and the World Government had learned the substance was poisonous, yet greed kept them silent. Each new generation sickened and died younger, until the whole populace was doomed, at which point the royals escaped with government help and abandoned their subjects.

Convinced the illness might spread, neighboring countries sealed Flevance off entirely. When desperate citizens tried to flee, soldiers cut them down and finished off the ruined kingdom. The city's grand hospital, which doubled as an academy for gifted pupils, buckled under shortages of medicine and staff; Law's parents were shot inside its walls, and the building's fire claimed his younger sister, Lami.
