Every part of the operation, from writing and printing to delivery, falls under "Big News" Morgans, a heavyweight of the Underworld. Its circulation blankets every Blue Sea, extends across much of the Grand Line's span, and even penetrates the sunken realm of Fish-Man Island, though it never arrives in isolated pockets such as the Calm Belt or in lands standing apart from the government, among them Wano and Elbaph.
