Furious at Luffy's refusal, Hammond commands his sea lion to strike, but Nami has Franky trigger the Coup de Burst before it can. The burst empties the bubble around the Sunny and slams the crew against the deck. Reaching the island, the ship's coating is torn away by the island's own bubble, which Robin explains is double-layered so that any vessel drops into the air pocket inside. Water floods the uncoated ship and the Devil Fruit users begin to drown. Outside, Hammond decides not to chase them, choosing instead to return to Noah and inform his boss that Luffy, the man who shattered Arlong's ambitions, has arrived.
Luffy wakes surrounded by little mermaids and recognizes a now-grown Camie, who has been cooking and apologizing for missing them at the dock. He, Usopp, Sanji, and Chopper learn the mermaids saved them and that the crew got separated during entry. Camie's house sits in the Mermaid Cove, a dormitory for the waitresses of the Mermaid Cafe, and she introduces the five little ones as the Medaka Mermaid Quintuplets. She rides a turtle elevator up through an underwater coral mansion, explaining she rents the cheap bottom floor while the lighter upper floors cost more.
The crew asks after old friends. Hatchan is recovering in the Fish-Man District, a place Camie calls frightening but offers to guide them to, while Pappag has become a celebrated designer living in the upscale Gyoverly Hills. Surfacing along the island's water roads, the group meets a crowd of beautiful mermaids, and an overwhelmed Sanji cries out that the All Blue lies before him. Nearby, two mermaids puzzle over a tightly sealed barrel, the one holding Caribou, and wonder whether to open it. At Noah, a silhouetted figure tells Hammond to bring Luffy to him.
The crew arrives inside Fish-Man Island, and the Neptune Army gets its first mention. Robin is shown fully submerged in water for the first time. Camie reappears for the first time since the timeskip, and the Medaka Mermaid Quintuplets debut. For the first time, Sanji nicknames three crewmates, calling Brook 'Bones', Zoro 'Green', and Franky 'Robo'. Two fresh settings appear: the Mermaid Cove plus the district of the fish-men, with Luffy's separated group placed in the Mermaid District. Pappag's home is established as the upscale Gyoverly Hills, and a closing panel offers a first look at the captain leading the New Fish-Man Pirates.
The island's protective shell is double-layered, dropping any incoming ship into the inner air pocket, which strips the Sunny's coating on entry. Looming behind the Fish-Man District stands an enormous ark named Noah, nodding to the biblical Noah's Ark. Sanji finally meets the mermaids he long dreamed of and declares Fish-Man Island the All Blue, most likely an exaggeration born of his reaction.
