When the crew asks about crossing to Onigashima, Kin'emon assures them a vessel is ready and that the island lies a short distance from the country. Kiku adds that Kaidou is revered as a protective Wise King, and that the yearly trip Orochi makes to honor him is in truth a drunken feast. After Sanji daydreams about Kiku choosing him, Kin'emon discloses that Tsuru is married to him. He then unfolds a paper stamped with a symbol that conveys when and where the assault will happen, intended only for people who carry the crescent moon on their ankle, the badge of allegiance to the Kouzuki line. Assignments follow: Zoro and Usopp hunt allies in the capital, Franky serves the residence's designer to obtain its plans, Robin trains as a geisha to slip near Orochi, Brook collects supplies, Sanji lures helpers with his cooking, and Chopper with Carrot set out for Inuarashi. Pressing leaves onto their heads, Kin'emon conjures disguises through his power, calls in the kunoichi Shinobu to coach Nami, and singles out three warriors each said to equal a hundred fighters: Kawamatsu, Denjiro, and Ashura Doji.
Over in Okobore, the Mt. Atama Thieves, led by Shutenmaru, snatch the rations Luffy had handed the residents, mocking the kindness now that, in his telling, no leader survives to rally the samurai in the people's defense. An elderly woman professes belief in Toki's foretelling that nine warriors will see Oden's wishes through, and Shutenmaru raises his blade to silence her, but Jack rides in and mows down a number of thieves atop his crocodile-like mount. Jack brings up Luffy being nearby, which Shutenmaru claims ignorance of, and notes the outlaw still breathes only because Kaidou covets him as a follower. Shutenmaru answers by rushing in, opening a gash across Jack's chest and shattering a blade belonging to the Disaster. The two trade a fierce exchange that frightens onlookers, until a mass of black clouds rolls overhead and Kaidou, transformed into a dragon, descends on Kuri and commands Jack to deliver Luffy without delay.
Kin'emon shares additional detail about the Fire Festival. It comes to light that Tsuru is the woman he married. Minatomo is credited as the one who constructed Kaidou's residence. The kunoichi Shinobu makes her first appearance. The fruit Kin'emon ate is named here as the Fuku Fuku no Mi. Three formidable recruits are singled out by him: Ashura Doji, plus Denjiro and Kawamatsu. Making his debut, Shutenmaru winds up tangling with Jack. Kaidou is confirmed to possess a Mythical Zoan, the Uo Uo no Mi Model Seiryu, behind his dragon shape, and he descends on Kuri to root out his foes.
