Overview

Based in Wano Country, the Mt. Atama Thieves are a gang of bandits who steal without discrimination, hitting the Beasts Pirates and Wano's struggling citizens in equal measure. Franky pegged their numbers at around 280. Their last known chief was Ashura Doji, who went by the alias Shutenmaru, and their emblem mimics his distinctive hairstyle, first shown paired with a shimenawa rope.

The group survives by plunder across the impoverished land. Weeks before Luffy reached Wano, Shutenmaru and his thieves raided the food stores of shogun Orochi's Paradise Farm in Kuri. They later appeared robbing the people of Okobore Town until Jack confronted them, and Shutenmaru traded blows with Jack until Kaidou's arrival forced the bandits to fall back. A clash with Inuarashi at Mt. Atama followed before Kin'emon broke it up.

Furious to learn Kin'emon had framed him for theft, he was eventually won over by an apology and a plea for aid. Shutenmaru then led his gang to the graves of those who had died fighting Kaidou a decade earlier and signed on to the Kouzuki Family's alliance, bringing his thieves with him.
