Outlaw

Genos brings the salvaged pieces of G4 to Dr. Kuseno and asks to be made more powerful. The astonished doctor eventually consents but urges restraint, and Genos assures him the effort stays within reason, even sharing the target Saitama set for him. Uneasy, Kuseno asks to meet Saitama and confirms that Genos still hunts the cyborg who destroyed his hometown. Genos affirms his resolve to destroy that Evil while admitting he has no lead on its location, and the doctor, sensing how tightly wound he has become, tells him not to rush and to call before facing the Evil Cyborg, reminding him he is not on his own.

At the Hero Association headquarters, Sitch assembles the world's villains and criminals, insisting it is neither a trap nor about their crimes. He waves off the three heroes flanking him, A-Class ranks Heavy Tank Loincloth, Blue Fire, and Magic Trick Man, calling them mere bodyguards, which emboldens the gathered lawbreakers. As Sitch prepares to distribute documents, a voice asks after Saitama, assuming he lives there. Told the hero is absent, the speaker declares he has no reason to remain, irritating Blue Fire. He proves to be Speed-o'-Sound Sonic, who scatters the not-yet-handed-out pamphlets into the air. Sonic grasps that the meeting exists to rally protectors of the earth and flatly refuses to take part.

As Sonic exits, an incensed Blue Fire demands the truth from Sitch, who confirms that this dire moment requires everyone to cooperate. Sitch argues the Association's current roster is too thin and that criminals rivaling heroes in strength stand to be rewarded for helping. When Heavy Tank Loincloth mocks the plan, a taunting criminal provokes him into pummeling the man. Amid the chaos a shouting figure raves about a prophecy being about him, drawing everyone's aggression, and he reveals himself as Garou.

Genos hands Dr. Kuseno the remains of G4 and requests an upgrade, reaffirming his hunt for the cyborg that razed his town. Sitch gathers criminals at headquarters to recruit them against the coming threat. Speed-o'-Sound Sonic appears, scorns the offer, and leaves. Garou surfaces among the criminals, setting the stage for his introduction.

This Volume 8 chapter launches the Garou Introduction Arc and adapts into Episode 13, with Genos and Saitama on the cover. The Viz edition titles it Outlaws. It corresponds to Chapter 45 of the webcomic and was released in two parts in October and November of 2014.
