Pale, tall, and slim, Mujo is a middle-aged man with a thick shock of grey hair whose bangs drape over his left eye. A neat beard and a full moustache frame his mouth, and deep tear-lines and sharp cheekbones mark his face. He dresses in a suit with a brown, silver-buckled belt and brown boots.

Mujo runs a prison yet holds that even the worst offender can be reformed. Selfless by nature, he extended Konoha help coordinating a mission to guard an informant even though Kusagakure had no stake in it, and he refuses to let his officers abuse their power, dismissing Benga once he uncovered the man's bribe-taking and arbitrary sentence extensions. A heart ailment forces him to keep medication on hand at all times.

Mujo commands his clan's secret Fire Release, which he pairs with cursed sealing to brand inmates so they cannot mould chakra and cannot pass beyond a set boundary without igniting. He is practised enough to fake the branding in front of his own staff, and as warden he can call on the castle's inherited summon, a two-headed hound that breathes fire and runs down escapees.

When Boruto Uzumaki and Mitsuki were planted inside Hozuki Castle as supposed criminals, Mujo greeted the new arrivals and marked them before handing the briefing to Benga, all while quietly cooperating with Konoha. A Mujina Bandits defector named Kokuri had offered intelligence in return for protection, so at Naruto's request Mujo slipped the two genin in under false names with counterfeit brands that left their chakra intact. Because his role was largely ceremonial next to the chief officer Benga, Mujo lacked the pull to move Kokuri to safety until Sarada Uchiha, working undercover as a journalism student, uncovered a ledger of Benga's bribes.

That leverage let Mujo seize full command and relocate Kokuri to Boruto and Mitsuki's cell. Soon after, learning Benga had also been padding sentences, he dismissed the man, only for his heart to give out; Benga snatched away his medicine and left him to collapse. Mujo recovered, and with Benga dead he returned to his post at Hozuki Castle and reversed the illegal sentence extensions.
