Lurga wears her pale hair in a shape that mirrors Usagi's own, crowned by a mechanical headpiece fitted with dangling earring-like panels, odango-shaped ornaments, and a tiara. Her outfit is a sleeveless swimsuit finished with paired shoulder pads, wrist cuffs, a choker, and heeled footwear.

As the star fighter of a virtual-reality combat game, Lurga exists chiefly as a tool of the Dark Agency's energy-harvesting scheme. Her menace lies less in any defined temperament than in the corrupting pull of her game, which twists ordinary players into aggressive, unruly versions of themselves.

Answering to the commander Danburite, Lurga operates through a virtual-reality fighting title that doubles as a brainwashing device, leaving those who play it violent and out of control. She snares Sailor V inside a duplicate of the game, casting the guardian as the on-screen combatant. Gurikazu Amano takes the controls from outside, steering Sailor V's movements, and their teamwork lets the heroine unleash Crescent Beam to finish the electronic soldier off. Her one recorded weapon, the Lurga Shock, is an energy beam that wounds Sailor V without any further known effect.
