Kengo Ibuki is a potter and the cousin of Rei Hino who appears in a single Sailor Moon Stars episode. For most of his screen time he is transformed into the Phage known as Sailor Artist after his Star Seed is torn away.
Kengo is a grown man who ties his brown hair back into a ponytail and sports a full beard, with dark blue eyes rounding out his look. In his younger years he wore only light stubble rather than the thick beard he has now.
An artist by temperament, Kengo is prone to bouts of frustration and restlessness. Once his ordeal is over, he settles back into a calmer, more contented way of living.

Kengo is caught in one of his temperamental fits when Sailor Aluminum Siren approaches and draws out his Star Seed, warping him into the Phage called Sailor Artist. In that state he tears through campsites and spreads chaos across the area. Eternal Sailor Moon and Super Sailor Mars eventually free him, and he returns to a gentler life afterward. The characters of his given name carry meanings of strength and of the self, while his surname blends the ideas of another person and of blowing or puffing. Because he shows up only in the anime, he is regarded as an anime-original member of Rei's family.
