Shadow Galactica

The empire draws its strength from Sailor Galaxia at the top, with the concealed figure of Chaos as the true power that only she is aware of. Its ranks blend recruited Sailor Guardians and ambitious young women granted crystals of their own, all of them bound by Galactica Bracelets like the ones Galaxia wears. In the manga and Crystal the organization rules from Galactica Palace at the heart of the Sagittarius Zero Star, while the 90s anime relocates its base to the Ginga TV station, where members pose as ordinary staff.

Shadow Galactica exists to strip Sailor Crystals from every world it can reach, doing so in pursuit of the Galaxy Cauldron, the source that governs the birth and death of all stars. Its members wear Galactica Bracelets that lock them into loyal service and keep them alive only so long as the bracelets remain, a hold that is powerful yet not entirely absolute. In the anime, anyone examined and found to lack a genuine star seed is transformed into a Phage.

Sailor Galaxia drifted without direction until Wiseman steered her toward the Sagittarius Zero Star, where her meeting with Chaos gave rise to the empire. From Galactica Palace her forces tore through worlds across the Milky Way, harvesting crystals from planets such as Mau, Coronis, Mermaid, Chuu, Kinmoku, and Cocoon, each conquest a step toward seizing the Cauldron. Neither Galaxia nor Chaos meant to share that prize, but their goals aligned until the work was done. Loyalists Sailor Phi and Sailor Chi tended the gathered crystals in the palace garden and directed the lower ranks, while the reluctant Sailor Lethe and Sailor Mnemosyne guarded the outer approaches, having joined only to survive Galaxia's devastation of their homes. The recruited Sailor Animamates chased true star seeds under the bracelets' obsessive pull, dreaming of rebirth as real Guardians.

The empire fixed on Earth after Neo-Queen Serenity and King Endymion released a galaxy-wide flare of power during their battle with Queen Nehelenia. In the 90s anime, Galaxia first looses Nehelenia against Earth's defenders to force Sailor Saturn into maturity, then works out of Ginga TV, discarding her Animamates by stripping their bracelets once they fail to bring her the star seeds she already knows how to find. The musicals stage the empire in many shifting versions, sometimes folding in resurrected foes such as Queen Beryl, the Shitennou, and the Amazon Trio, and generally leaning closer to the anime's account than the manga's.
