Oki brushes off the two veterans as old soldiers and warns them against interfering with the JAA's transition, insisting that pride is a fair trade for the survival of assassins and the fall of the old regime. Suddenly he tears free of Yotsumura's grip and draws a red naginata marked with a golden dragon from inside his coat; the clash caves in the roof. Kindaka, still the fastest man among killers even after eight years in a coma, circles Oki at blinding speed and lands a kick that Oki only just blocks, the force hurling him back. Shin spots the opening, uses mind control to freeze Tanabata with a shout, and snatches Atari away to escape. Oki regroups with Shishiba and pulls the Order back, promising a final reckoning.

Across the city, chaos spreads as the JAA begins handing firearms to ordinary people; clerks explain that the guns use biometric locks, fire only three shots, and go dead within a hundred meters of any branch. Sakamoto rushes his group home to find the shop reduced to rubble, until Aoi's voice calls out and she and Lu emerge unharmed. Lu explains that Sakamoto's security upgrades saved them, dropping the pair into a reinforced basement vault the instant sensors caught the explosives on the intruder. Relief turns grim as the trauma buckles Sakamoto into a violent coughing collapse, and Yotsumura describes it as a deep mental wound common to those who have lived too long in peace.

Meanwhile Uzuki holds a blade to his own throat as the Rion Akao personality rages inside him, and Kumanomi reports that the Order has arrived. Oki, Osaragi, Shishiba, Tanabata, and Torres join Slur's camp, where old grudges flare between Kumanomi and Shishiba before Oki orders everyone to stand down. The chapter closes on Slur's assembled faction, with Uzuki declaring that the strongest assassin group in history has been born and commanding the total elimination of anyone who dares oppose the New Order.

Oki breaks free and reveals his golden-dragon naginata, sparking a duel in which Kindaka proves he remains the fastest despite his coma. Shin uses mind control to freeze Tanabata and rescues Atari before the Order withdraws. The JAA distributes biometric, three-shot firearms to civilians across the city. Sakamoto returns to the ruined store and finds Aoi and Lu alive in the reinforced vault, then collapses from psychological shock. Slur's group merges with the Order, and Uzuki proclaims the New Order.

Titled The New JAA, this is the two-hundred and seventh chapter of the series within the JAA Jail Arc. It runs nineteen pages and appears in Volume 23.
