He is also stubbornly adaptable, redrawing his plans after every setback instead of walking away, and he presses on alone even after losing every ally. Keith organizes isolationist students from Berlint University into a terrorist group aiming to assassinate Minister Brantz and ignite an East-West war. Through the black market, the cell acquires dogs from a military research program and fits them with explosives. When Anya overhears the plot and Kurt drags her before the group, Keith produces a switchblade to silence her, only for the dog Bond to intervene. A call from co-conspirator Kim then reveals their safehouses are being raided, the result of Kris betraying them to WISE.

Switching to a backup plan, Keith intercepts the fleeing girl and dog, but Yor Forger flattens Kurt and scares off the attack dog he releases, forcing him to abandon Bond and run. Finding his remaining comrades in custody, he resolves to finish the mission solo: he rigs a bomb behind a clock tower door, straps another to a German shepherd, and accepts that civilians may die for Ostania's future. Chasing what he believes is Brantz's car, he grenades a pursuing WISE vehicle, then triggers the dog's bomb, which detonates harmlessly in the river. The fleeing minister turns out to be a disguised Loid Forger. As Keith drives off, Yor kicks his car into a pole, knocking him out. Police take him into custody while the SSS rounds up the last of his group.

Keith proves dangerous throughout the arc: he handles explosives with precision, throws a grenade accurately from a moving car, maintains multiple safehouses with layered contingencies, and keeps his followers coordinated under pressure.
