Official art disagrees on her coloring: most depictions give her strawberry blonde or orange hair, occasionally a deeper blonde, and her eyes read green in the manga against light blue in the anime. Downturned eyes with long lashes and light skin complete the look, usually finished with round earrings and a little red ribbon pinned above her right ear.

At work she wears the standard city hall vest, skirt, and white long-sleeved shirt with black heels, though her skirt runs noticeably shorter than her colleagues', worn over black socks that reach her thighs. Chatty, expressive, and forever trading gossip, Millie treats the office as a social stage, joking about doctoring the section chief's coffee and needling Yor over her marriage. Her feelings run the show: she begs for an introduction to Yuri Briar the moment she hears he is attractive, fresh off a breakup of her own, and later fixates on Hemlock almost as quickly.

The liveliness papers over loneliness. Her father died in the Second East-West War when she was too young to hold onto memories of him, and she blames that absence for her temper and her dissatisfaction with how life has gone; Camilla notes how much she hates being alone. The annual bazaar benefiting disabled veterans once overwhelmed her so completely that she stayed home in tears rather than attend. She later suspects Yor of an affair after spotting her with Hemlock at the waterfront, apologizes when the truth emerges, and keeps pursuing the aloof newcomer despite his visible discomfort, repeatedly angling for his number and his time. When he finally accepts an invitation, her excitement collapses into confusion as he explains he wants to "cavort" wherever potential "traitors" congregate.
