He is tall and thin with a gaunt face, untidy light brown hair, and a slight slouch, typically dressed in a plaid button-up beneath a shearling-collared navy jacket, his plain, rumpled clothing mirroring his poverty and fatigue.

Bitterness over Ostania's condition and his own hardship drives the man behind the file. To feed his underground writing he stages the misery he reports, once tossing a toy pistol into a dumpster to photograph them digging for it, then frightening the boys with talk of the secret police. Yet cynicism never fully swallows him: his father says his insistence on doing the right thing is what cost him his newspaper career, and he maintains that his goal is a country his family can live in. Cornered by the SSS, he accepts arrest with striking calm, asking his captor whether the real disgrace belongs to the man who resists tyranny or the one who enforces it.

Franklin Perkin once reported for a newspaper under the National Unity Party's rule until a conviction for aiding anti-government extremists ended the career. Living in poverty with his elderly father and working at a Berlint post office, he turned to writing dissident books and articles, hiding finished manuscripts inside batches of outgoing letters the postal monitors had already cleared.

His record and continued activity eventually earned him an SSS case under Yuri Briar, who designated him Subject J-095. Yuri cracked the mail trick, the publisher was rounded up, and four days later officers stood waiting outside Franklin's apartment. He surrendered without resistance, thanked the agents for sparing his father the scene, and expressed genuine gratitude when Yuri pledged to file for financial assistance on the old man's behalf.
