Overview

The Red Circus begins life on Ostania's campuses as an activist movement defending society's most vulnerable and demanding equality through peaceful protest. Brutal government crackdowns change that trajectory; years of collision with the state push the group toward militancy, until news reports tie it to repeated domestic terror attacks and allege backing from foreign interests. Sustained pressure from the State Security Service eventually grinds the organization down to a small handful of active members. Under Billy Squire, its ideology still centers on social equality and anger at privilege, with institutions like Eden Academy standing in for everything its members despise about the elite.

During one suppressed demonstration, many protesters die, among them Billy's daughter Biddy; marked by the SSS through that connection, Billy escapes the country with the movement's help and later rises to command it. The terror phase draws lethal attention from Garden, whose Thorn Princess wipes out a hideout full of members in the Northern District. A lone survivor of that massacre later crosses paths with Yor in her civilian life, tries to avenge his comrades, only for a disguised Anya Forger to derail the attempt; he walks away from revenge entirely.

With seventeen comrades in state custody, Billy brings the remnants back to Ostania and seizes two of the four buses carrying Eden Academy's first-year students on a field trip, demanding prisoner releases and safe passage to Nortica. He straps bombs to Anya and then to Damian Desmond, though both devices are secretly fakes, a measure of how unwilling he is to actually harm children. An SOS note thrown from a window lets the authorities intercept his bus with spike strips, while Yuri Briar's SSS squad locates the second bus and kills Bruce and his crew outright. As the standoff wears on, Billy lets children off for bathroom breaks, accepts housemaster Henry Henderson aboard in trade for the injured Thomas Austin, and resists his comrade Vadim's push for harsher threats, reasoning that escalation would invite an immediate assault. Anya, drawing on Biddy's memories glimpsed through her telepathy, reminds Billy of what his daughter stood for; his resolve breaks, and he abandons the operation, surrenders, shoulders the blame alone, and asks leniency for the rest. Vadim grabs Anya in a last escape attempt before Martha Marriott puts him down. Afterward the SSS never uncovers who warned the bus drivers, and what ultimately happens to Billy, to Vadim, and to the woman who worked alongside them is never revealed.
