Once the household's father vanished into CCG custody, she set out to confirm her suspicion that the two children were ghouls, pressuring them to swallow human dishes so she could expose and report them.

For a stretch of time she played the part of a generous neighbor, delivering home-cooked plates like stewed potatoes and meat and even providing a cage for the family's pet sparrow, Chunta. Everything changed after Arata Kirishima was seized by investigators. Satou coaxed his two children into her home, and when they turned down the food she offered, she compelled Ayato to eat it, at which point hidden bureau agents emerged to seize the pair.

The trap collapsed because Touka's kagune surfaced for the very first time, striking down one of the officers and letting both siblings flee. A separate detail muddies her record: Seidou Takizawa later recalls a childhood neighbor by the same name who was slain by a ghoul, though whether the two women are one and the same is left unresolved.
