A man in his middle years, Yoshitoki carries pronounced cheekbones and a thinning goatee framing his mouth and jaw, his black hair falling in loose waves. Images of his younger self bear a striking likeness to Furuta.
He approaches the work of a ghoul investigator with genuine seriousness. Haise Sasaki observes that, unlike much of the Washuu family, Yoshitoki carries a mild and approachable manner that makes him easy company.
Once known in his youth as Chika Washuu, he came to lead the CCG's Main Office. During the Owl Suppression Operation he commanded the assault on Anteiku. When Yoshimura joined the fight and their gazes crossed, he calmly remarked that he bore the ghoul no hatred, since the killing was simply his duty. Afterward he reported the results to Chairman Tsuneyoshi Washuu alongside Kishou Arima.
At a later Special Class conference on Aogiri Tree, he clashed with his son Matsuri over the worth of the Tsukiyama extermination, the two locking into a tense standoff before the meeting pulled them apart. During the Rushima Landing Operation, he learned of a crisis at Cochlea and ordered it kept quiet to protect morale, privately hoping Arima would hold the prison.
His end came when Itsuki Marude, having pieced together that the Washuu bloodline were ghouls, drew his weapon and laid out the evidence. A shot to the head dropped Yoshitoki, but he rose again with his kakugan burning and struck back. Marude escaped, leaving two decapitated subordinates behind. Matsuri discovered the aftermath, confirmed his father's death, and broke down in grief.
