Summary

Kureo Mado and Koutarou Amon prepare to head back to the Commission of Counter Ghoul headquarters, but Amon senses eyes on him, and the watcher turns out to be Renji Yomo. At Anteiku, Yoshimura asks Touka Kirishima to bring Ken Kaneki in for a mask, since every ghoul is expected to own one. Touka resists the errand until Yoshimura points out that two investigators are prowling the 20th Ward, making the mask an urgent matter.

That Saturday the pair sets out. Kaneki spends the trip watching Touka's behavior, struck by how ordinary and girlish she seems away from work. When he asks their destination, she leads him to a shady spot deep in the city. Inside HySy ArtMask Studio he meets the proprietor, Uta, who crafts the masks. Uta says Yomo has spoken of Kaneki and finds his scent oddly unusual. Through Uta, Kaneki learns that the 20th Ward is the calmest district yet draws suspicion because of Rize's legacy, that the 13th Ward is notorious for the bloodshed of its feeding-ground disputes, and that the 1st and 4th Wards sit empty. Uta hands Kaneki a half mask to begin with.

Kaneki explains that his eye slips beyond his control whenever hunger strikes, the reason he keeps the medical patch on. Asked what he makes of Touka, he admits she frightens him. Uta pushes back and calls her a diligent worker, someone walking a razor's edge between the human and ghoul worlds through her job at Anteiku and her studies. He adds that he too is fond of humans and delights whenever one steps into his shop. Kaneki comes to see that beneath Uta's unnerving look lies real kindness. Touka spells out why investigators forbid ghouls from showing their faces: a recognized face lets them tie it to an identity and hunt the ghoul down. In the Fueguchi home, Ryouko Fueguchi sits with a sleeping Hinami on her lap, gripping a mask as a tear falls on her daughter, a sign that Hinami's father has died.
