Ayato Kirishima and his group reach a stretch of the 24th ward marked by signs of human habitation, but he senses no people and presses on, unaware that two hooded figures are watching. Elsewhere, Touka opens the package Nishiki left her and finds a burger inside, which she hesitantly begins to eat. Meanwhile Takeomi Kuroiwa is summoned before Kichimura Washuu, praised for his work, then reminded of Article 88, Section 1 of the Ghoul Countermeasures Law, which severely punishes anyone who shelters or shields a ghoul, before being led to an interrogation room.
Kou is caught copying Goat's data onto a thumb drive by Tsukiyama, who had been watching him. When his excuse fails, the two fight; Tsukiyama pierces him, but Kou retaliates with a rinkaku kagune and its Frame B form, revealing a kakuja in both eyes. Before the clash escalates, Squad 0 surrounds him with quinques at his throat, and when Take demands his purpose, Kou answers that his goal is to kill. Identified as Hajime Hazuki, a CCG academy student and an Oggai, he says he has something to give Kaneki.
With Hazuki bound, Tsukiyama and Squad 0 carry his letter to Kaneki and explain that the orphaned boy joined the Junior Academy, possesses remarkable physical gifts, burned for revenge more than most, and came alone. As Kaneki reads, Takeomi is horrified to find his wife Yoriko held in the interrogation room alongside Mutsuki and Aura; he protests her arrest while Mutsuki laughs, and Takeomi raises his fist in fury. The letter, penned by Mutsuki, reports that Yoriko has been jailed for breaking the Ghoul Countermeasures Law, professes Mutsuki's interest in joining Kaneki and his lingering respect, and promises he will wait at the Chateau nightly at nine from the twelfth to the seventeenth, asking Kaneki to trust him despite the crime of delivering it. Judging it a trap, Kaneki burns the letter and orders that Hazuki never leave their sight.
Recalling her talk with Kaneki about how Yoshimura's half-human daughter Eto survived within her human mother Ukina's womb, Touka forces down the burger and fights the urge to vomit, silently pleading with her unborn child to endure, just as she once choked down the homemade meals of her friend Yoriko.
Kou is exposed as the Oggai Hajime Hazuki after a duel with Tsukiyama and capture by Squad 0. Kichimura detains Takeomi and imprisons Yoriko under the Ghoul Countermeasures Law. Mutsuki's letter invites Kaneki to the Chateau, which Kaneki burns as a trap. Touka is revealed to be pregnant as she struggles to keep down food.
