A flashback shows Suzuya and the S3 Squad withdrawing from the 24th Ward, sure that Shinohara will wake once the fighting is over, when an earthquake tips the whole area sideways and drops everyone into the depths. Mizurou Tamaki catches himself and Suzuya with a grappling tool, and Suzuya has him hold on while he battles the Dragon rising from below to swallow investigators.
In the present, a recovering Suzuya addresses the CCG alongside Keijin Nakarai and Miyuki Mikage, blaming himself for failing to finish Kaneki, claiming responsibility for Dragon, and swearing to put it down.
Marude and Katsuya Mabuchi meet Hisashi Ogura as Hideyoshi Nagachika arrives, now able to speak through a device hidden in his scarf that Kouitsu Chigyou built. Hide questions Ogura about Akihiro Kanou, a college acquaintance whose mother's death soured his cheerful youth and likely drove him into medicine. Reasoning that Kanou wove ghoul biology into his research to put others in his debt, Hide notes the doctor remains missing, and the group concludes he may be visiting his mother's grave. Marude orders a stakeout there, explaining that Kanou is their specialist on Dragon.
Hide then finds Akira Mado and Koutarou Amon and admits he no longer needs to hide his identity now that the Washuu Clan is gone. He reveals that as Scarecrow he watched the Auction and the Rushima operation hoping someone might save Kaneki, and that Chigyou predicts Dragon will stay dormant for seventy-two hours. Asking for Akira and Amon's help with a plan, he answers Amon's question about his motives plainly: he loves Kaneki. Meanwhile Nishiki Nishio shelters Touka under a blanket and umbrella as Itori arrives dragging the unconscious Yomo, saved by Uta. Itori urges the Goat survivors to simply watch over their King to the end, and their grateful praise of Kaneki's sacrifice unsettles Hinami, Miza and Touka, until Tsukiyama erupts and tells them all to be quiet while Chie snaps his picture.
