Summary

Dragon, still Kaneki at its core, wraps itself around a high-rise. Inside the leaderless CCG, panic spreads: staff shout over casualty counts and rescue numbers while Taishi Fura calls in every off-duty hand. Saiko Yonebayashi, Touma Higemaru and Ching-Li Hsiao sprint toward headquarters, stunned to find the beast smothering the building.

Elsewhere, workers prod a motionless piece of Dragon until one of its eyes snaps open and it beheads a man, sending the rest fleeing as their supervisor Mougan Tanakamaru confirms the thing is still alive. In gentler news, Takeomi Kuroiwa releases Yoriko from her cell; she frets over whether she should really be leaving and wonders what shook the ground, and Kuramoto Itou waves them off to enjoy their date.

Aboveground, Nishiki Nishio and Kazuichi Banjou find the surviving members of Goat, Hinami Fueguchi and Miza Kusakari among them. When Banjou notices Hinami's missing leg she dissolves into tears, and when Nishiki asks where Kaneki is, Touka Kirishima quietly tells him that Kaneki is the monster, repeating it until he falls silent. From a distance Chie Hori photographs Dragon and jokes that it looks doctored, while Tsukiyama, wracked with regret, moves to reach Kaneki until Chie trips him and tells him to think first.

Back at the bureau, the arguing continues over intel, timing, and whether Rc suppressants might work, until Itsuki Marude arrives and takes command: request the military and police, evacuate civilians, and relocate operations to a branch office away from Dragon. Fura calls for anyone who can drive something bigger than a pickup, and Saiko stumbles in to reunite with Kuki Urie and Matsuri Washuu. In the 24th Ward, the electrocuted Mutsuki rises and unwinds the scorched kagune from his head, then rouses Aura, who resets his snapped neck before the two slip away. As Marude admits the entire CCG may not be enough, Hideyoshi Nagachika scrawls a note on his pad, "Shall we ask a specialist?", which Marude reads back while pointing out the misspelling.
