As the CCG debates what Dragon might do next, Kimi Nishino holds up a paper crane and calls it the true shape of a kagune. She explains that a folded crane covers only about forty percent of the original sheet yet appears roughly two and a half times larger than its flat form, echoing Kanou's idea that a kagune is like paper folded again and again until a hidden structure takes shape, a principle he termed collapsible structure. Because Dragon carries countless kakuhou, she reasons, it must contain an unimaginable number of such cranes, making the search for its true body inside almost hopeless, and she estimates the kagune alone would take two hundred years to dissolve.
Before the discussion can turn to what the core body looks like, an investigator summons Marude to the gate, which is now crowded with masked Goat members. Hideyoshi Nagachika steps forward with Akira Mado and Koutarou Amon, and the sight of the presumed-dead Amon stuns the investigators. Hide explains that he has brought Goat to help destroy Dragon and save Ken Kaneki, and he reveals that Dragon is Kaneki himself, shocking the crowd. Marude bristles at the notion of working with ghouls.
Koori Ui, Take Hirako and Juuzou Suzuya then arrive, and Ui exposes how Kichimura exploited the Bureau Director's chair to loose Dragon, faking Kaneki's execution to earn the CCG's trust while scheming underground. Ui, taken aback to find ghouls on CCG ground and both Amon and Marude alive, privately wishes Arima and Hairu might also reappear.
When Hide asks the CCG to help dig Kaneki out, Ui relays the organization's refusal and orders the ghouls to leave before they are exterminated, sparking a heated argument. Amon reminds his colleagues that an investigator's first duty is to protect peace, which moves Saiko Yonebayashi and Keijin Nakarai to agree. The ghouls remove their masks to show their faces, and Touka Kirishima dismisses the whole quarrel, declaring they will do whatever it takes out of pride. Suzuya sides with cooperation, certain it is what Shinohara would have chosen, and Marude notes that if Suzuya joins hands with ghouls the rest will follow. With Suzuya's cheerful agreement, the CCG accepts Goat's help.
