Summary

On the broadcast, Nimura Furuta describes the military moving in against the Dragon's golems and tries to interview one before it strikes at him. When the golems are hit, their heads burst and release a gas. Itsuki Marude guesses Furuta is running an independent setup and sends a team to trace him. Speaking to all of Tokyo, Furuta explains how the Dragon works: anyone who breathes the golems' poison develops ROS and turns into a ghoul, the golems pour endlessly out of an oviduct, and the resulting offspring ferry human energy back to spawn still more. Attacking a golem only makes it vent its toxin and multiply the threat. He signs off by cheering the children on.

Kaneki decides the footage was prerecorded. Saiko Yonebayashi is then shown to have contracted ROS, a kagune-like growth sprouting from her face, as golems close in around the three of them. Urie holds them off and tells Kaneki to get Saiko to headquarters, though she insists on staying. Worn down by his own powerlessness, Kaneki unleashes an enormous radiant kagune and cuts every golem apart in a single sweep, his body reverting to its pre-Dragon shape as he does.

Back with Kimi Nishino, the group reviews Saiko's condition, the mass transformations, and Kaneki's apparent immunity to the poison; Urie shows mild symptoms Kimi expects will not worsen. Searching for Hide, Kaneki meets Touka Kirishima, who directs him, and the two reunite on a rooftop. After light banter about the copy of Sen Takatsuki's book, Kaneki asks Hide to remove his scarf and show the wound Kaneki gave him during the Owl Suppression Operation. Hide reveals a ruined mouth and a voice device fitted to his exposed neck. Kaneki breaks down, understanding that Hide had always shielded him from what he did not want to see, and vows to bear everything and accept help while being seen doing it. As the sun sinks, he repeats that he is tired of being unable to act.
