At :re, Shuu Tsukiyama asks Touka Kirishima why she never tried to restore Kaneki's memories once she knew he lived. Nishiki calls him mad for wanting to pull Kaneki back into the ghoul world, and Touka questions whether Shuu truly wishes to turn Kaneki back into a ghoul the CCG would kill. Shuu cannot grasp why the two refuse to side with him or leave Kaneki to struggle without his past, but Touka insists it is better he stays away, adding that if his memories ever return, :re remains a home he can come back to. She calls Shuu selfish, and he vows all the same to bring Kaneki's memories back.
At the Chateau, Shirazu watches Urie train with Sasaki and afterward asks whether he has softened toward their mentor, given his earlier resistance. Urie deflects by branding Shirazu an incompetent squad leader who cannot protect his team, unable to use Nutcracker or wield his kagune well. Stung, Shirazu recalls the onset of his sister Haru's Rc cell over-secretion disease and frets over paying for her ongoing care if he fails to earn promotion, even wondering whether he should hand Nutcracker to someone else. Fura, recognizing him as one of Sasaki's subordinates, offers advice, admitting that many investigators, himself included, feel guilt over killing ghouls and struggle to use the quinques made from them. He came to terms with that guilt over time and believes those who feel it have healthier minds than men like Arima and Sasaki, who simply follow orders.
After the talk, Shirazu shaves his head, startling Haise, Mutsuki, and Saiko. He apologizes for holding the team back, vows to grow stronger, and thanks Urie for the wake-up call, which Urie resents for having turned his cruelty into encouragement. Later, a CCG meeting weighs the link between Rose and Aogiri, and Haise reports Kanae's attack on his squad, suspecting it answered Kijima's video. Pleased with the outcome, Kijima wants to fight both groups, and though Ui dislikes how carelessly he widened the case, Hairu sides with Kijima to his irritation. Sasaki again asks Ui to reconsider the undercover plan, and the meeting votes six to four in its favor. An injured Kanae, meanwhile, receives a visit from Eto.

Fura counsels Shirazu on the guilt of killing ghouls, prompting Shirazu to shave his head and recommit to his squad. The CCG votes six to four to approve Sasaki's plan to have his team infiltrate the ghoul world in disguise. Eto visits the wounded Kanae.
The chapter opens Volume 5 of Tokyo Ghoul:re under the Japanese title Hiito, with the chapter pun "reheat." Its final page shows two German idioms as graffiti on pillars, roughly "those who can choose are anguished" and "the one-eyed is king among the blind," echoing Kanae's dilemma and the story's recurring one-eyed motif.
