Summary

Long ago, a young Kuzen gathers with several cloaked ghouls in the 24th ward. He speaks warmly to one of them, a figure called Noroi, and places his infant daughter Eto into the man's care. Noroi grins and welcomes the child.

Back in the present, Takeomi Kuroiwa glimpses the withered face concealed beneath Noro's mask, then turns to help Mutsuki, who has just regained consciousness. Waking, Mutsuki finds the others crowded around a badly hurt Shirazu. Urie works to steady him while silently gauging the damage, privately doubting the wounds can close in time even as he insists otherwise aloud. Shirazu slips further, calling for his sister. Saiko and Urie shout to him, but he admits he can no longer hear their voices and knows he is fading. Certain of his death, he leaves one last wish, that his sister be allowed to die alongside him. Grasping for anything, Urie promises that the bounty for felling Noro would cover her treatment and that Shirazu alone would be credited, yet the words change nothing, and he passes. Urie and Saiko dissolve into tears while Mutsuki looks on, stunned.

As the rest of the CCG clears the battlefield, Matsuri Washuu appears with a column of investigators. Paying no mind to the carnage, he orders every fighter still able to stand, Kuroiwa and Urie included, to join his push against the One-Eyed Owl. Overcome by grief, Urie demands to know whether the deaths mean nothing to him. Washuu confirms as much without emotion and departs, remarking that he had misjudged the investigator.

On the rooftop, Haise evades Eto's ranged strikes and asks why she is present. She replies that she was merely amusing herself, watching how matters would play out between Kanae, Tsukiyama, and him. Dodging, Haise recalls the plea Yoshimura entrusted to him to rescue his daughter and repeats it to her. Eto laughs, calling him sweet, before he lunges and cleaves her kakuja apart, taking off its head but sparing her true body. Exposed at last, she brands him a child, and as Haise leaps higher he asks why filth like her deserves saving.
