Nimura Furuta briefs Haise Sasaki on the uproar her announcement has caused, with the CCG's phone lines swamped and public opinion split evenly between her supporters and those calling for punishment. He describes King Bileygr as a heroic epic about a one-eyed ghoul named Nameless who leads an army against oppression, noting that Eto's exposure as a ghoul has shifted the book's meaning. Furuta suggests its true message is that the Washuu Clan is working alongside ghouls.
Ayumu Hogi reports the results of the Rushima investigation, confirming that Chuu Hachikawa and two others were killed. Yoshitoki Washuu orders a regiment to the island with the aim of wiping out the Aogiri Tree. Kuki Urie walks the Quinx Squad through the operation, in which they will take the offensive front, and stresses that they must rescue Tooru Mutsuki. He remembers standing with Saiko and Mutsuki outside Haru Shiramatzu's room, all three refusing to take her off life support and pledging to cover the medical costs. Inside a cave on Rushima, Karao Saeki amputates Mutsuki.
Haise tells Eto she will be held at Corniculum until her ghoul status is verified. Having read King Bileygr, he asks what she meant by it, and she replies that the Washuu are cooperating with ghouls. Her inspiration came from a notebook left behind by Ukina that documented V, an organization Ukina grew close to Yoshimura in order to investigate. When Haise refuses to believe it, Eto points to the Rc Scan Gate, noting that his own Rc levels should have set off the alarm. The gates fail to flag him, she explains, because they are built to overlook the Rc patterns of kakuhou-derived quinques and of ghouls who serve V. Rize Kamishiro belongs to V, and since her kakuhou was implanted into Haise, he slips through the gates undetected.
Matasaka Kamishiro recalls meeting Rize, a solitary ghoul who took Shachi's surname. He taught her to read and to curb her binge eating, but she ignored his warnings; when her killings drew attention, Shachi shouldered the blame and was sent to Cochlea. He later escaped with the help of Eto and Aogiri, then struck a truce with Yoshimura, agreeing to protect Eto in exchange for Yoshimura watching over Rize, which is why Yomo once saved her. Kishou Arima abruptly fires Narukami and vows to capture and destroy Shachi.
Eto's ghoul confession goes viral and splits public opinion over her book King Bileygr, which Furuta reads as an accusation against the Washuu Clan. Yoshitoki Washuu launches a regiment against Aogiri on Rushima, where Saeki amputates the captured Mutsuki. Eto reveals to Haise the existence of V and explains that Rize's implanted kakuhou lets him pass the Rc Scan Gates undetected. Matasaka Kamishiro recounts his history with Rize, and Arima declares he will hunt down Shachi.
