As Kaneki and Take Hirako leave Cochlea, they meet Eto, who greets the young man. Saying she will soon die, she reveals that she helped his Anteiku companions get away and tells him he no longer has to hear her request to kill the One-Eyed King.

Outside, after Touka has absorbed repeated attacks from the two investigators, Renji Yomo and the Gas Masks launch their assault on Mougan Tanakamaru and Kiyoko Aura. Touka asks Kazuichi Banjou to reach Ayato at once. While Yomo is distracted by Kiyoko cutting down the Gas Masks, Mougan seizes the moment to thrust his quinque into a ghoul's stomach and destroy him in one strike. As Kiyoko and Mougan move to finish the survivors, 0 Squad steps in and blocks the two investigators from using their quinques. When both demand an explanation, Hirako calmly produces a resignation letter and readies his weapon.

Turning over what Eto told him, Kaneki recalls her wish to mend the world by tearing down its status quo, and her claim that whoever killed Arima would become a symbol of hope for ghouls everywhere. He walks toward the investigators and names himself the One-Eyed King.

A dying Eto confirms she rescued the Anteiku survivors and shares her vision of fixing the world by destroying its status quo. Hirako and 0 Squad turn on Aura and Mougan, with Hirako brandishing a resignation letter. Kaneki accepts the mantle and declares himself the One-Eyed King.

The chapter closes the Cochlea escape by transforming Kaneki into the figurehead Eto describes, framing Arima's killer as a beacon of hope for ghouls. Hirako's open defection against his fellow investigators cements 0 Squad's break from the CCG.
