At Beerus's castle, Champa and Beerus hammer out the competition details. The Nameless Planet, a barren rock sitting in neutral space between the two universes, will host the event. Goku suggests adopting World Martial Arts Tournament rules: ring-outs count as losses, killing is forbidden, and surrendering ends a match. Vegeta adds that weapons and enhancements should be banned and proposes a written exam to filter out unqualified fighters. Both gods approve, and the date is set for five days later.

On Earth, Bulma learns about the Super Dragon Balls and decides to build a radar capable of detecting them. When Shenron is summoned to help, the eternal dragon admits the task exceeds his power because the universe is too vast. Bulma falls back on her own engineering and constructs the Super Dragon Radar overnight. The catch: it only works from the center of the universe, not the edge where Earth sits.

Bulma grows nervous about what Beerus might wish for if he gets the Super Dragon Balls. She calls her sister Tights, who contacts Jaco of the Galactic Patrol. Jaco initially refuses, claiming he is on an important mission, but Bulma threatens to have Vegeta destroy Galactic Patrol headquarters. Jaco capitulates immediately and races toward Earth. Meanwhile, Champa and Vados begin constructing the arena on the Nameless Planet, complete with an atmosphere, concession stands, and portraits of themselves.

The episode introduces Monaka through Beerus's casual mention that he is the strongest fighter Beerus has ever faced, ranking Goku second. This claim instantly hooks Goku, whose only real motivation is meeting and fighting someone stronger than himself. Whether the claim is true or a calculated lie, it accomplishes exactly what Beerus needs: Goku will train harder and fight with everything he has.

Beerus's veiled threat about revoking his "kindness" toward Earth if they lose adds genuine tension to what could otherwise feel like a friendly exhibition match. The God of Destruction is not asking his team to compete; he is warning them of consequences.

This episode is pure setup, but it plants several seeds that pay off across the saga. The Super Dragon Radar establishes Bulma's role as the team's strategic asset outside the ring. Tights makes her anime debut after originating in the Jaco the Galactic Patrolman manga. King Kai goes unrevived once again, extending a running gag that started during the Cell Saga. The written exam, proposed by Vegeta himself, will come back to haunt Universe 7 when Buu fails it spectacularly.
