Kiyone Kotetsu is a Shinigami of the Gotei 13 who serves as lieutenant of the 4th Division under her sister Isane. Earlier she shared the post of co-3rd Seat in the 13th Division with Sentarō Kotsubaki, and she is best known for her boundless devotion to Captain Jūshirō Ukitake.
Small in build, Kiyone has grey eyes and dark blonde hair. She wears the standard Shinigami robes with the white collar of an undershirt showing above them and a pair of white gloves. A decade after Yhwach's fall her hair has grown out, and she now carries a lieutenant's badge on her left arm.
Where her sister Isane is reserved, Kiyone is outgoing and easily excited, though the two share the same deep loyalty. She idolizes her captain, Ukitake, and will do almost anything to impress him, often at Sentarō Kotsubaki's expense; the pair endlessly bicker over which of them admires him more, to Ukitake's weary amusement. A member of the Shinigami Women's Association, her enthusiasm can run to the absurd, as when she helped Suì-Fēng pin Ukitake to a tree and slit open his clothes for photographs, chirping frantic apologies the whole time.

Kiyone assisted Rukia Kuchiki when she first joined the 13th Division, and after the death of Miyako Shiba she and Sentarō rose to share the division's 3rd Seat under Ukitake. During the campaign to save Rukia she trailed her ailing captain to Sōkyoku Hill and watched Ichigo destroy the execution stand, only to be stomped and berated by Suì-Fēng before Unohana ferried the wounded to safety. She and Sentarō remained fixtures at Ukitake's side through the Arrancar conflict and the fall of Aizen.
When the Wandenreich struck, Kiyone marked the towering pillars of blue flame and joined the Gotei 13's response, alerting Ukitake to the second invasion and grieving as he offered himself to Mimihagi to replace the slain Soul King. In the final push into Wahrwelt she broke off with Marechiyo Ōmaeda to aid a downed Shūhei Hisagi and was shot clean through the heart by Lille Barro. Ten years after Yhwach's defeat she resurfaced as lieutenant of the 4th Division under her now-captain sister Isane, attending Rukia's promotion, and later, during the Echoing Jaws of Hell crisis, she was impaled by one of the Jigoku no Gaki while helping capture a Hollow in the Human World. As a 4th Division officer she is a capable healer skilled in Kaidō.
