Sklaverei is a high-level Quincy art that opens up to any Sternritter who has reached the final form, Quincy: Vollständig. It carries the basic Quincy skill of drawing in spirit particles to its ultimate pitch, handing the user absolute mastery over the surrounding Reishi and even over the stuff that souls are built from.
Sklaverei carries a German sense of 'slavery' and a Japanese reading of 'holy slave,' and only a Sternritter who has entered Quincy: Vollständig can bring it out. At its heart, the technique takes the fundamental Quincy talent for pulling in Reishi and sharpens it to the extreme, reaching what is termed the total enslavement of spirit particles.
With the power running, its user can pull apart the substance underlying spiritual things, the terrain of Hueco Mundo and Soul Society just as much as the forms of souls themselves. Hollows, though normally toxic to any Quincy, can be safely drawn in this way, yet it is a poor idea: the borrowed strength brings unstable Hollow-like traits the wielder cannot fully rein in, and it wears off after a while. The ability depends on the halo called the Heiligenschein and cuts out the second that halo shatters, with Uryū Ishida's rendition the one case that breaks the rule. It can additionally top up a fighter's stamina and knit shut small wounds.
Within the manga, the sole Sternritter confirmed to call on Sklaverei is Quilge Opie, most vividly when he devours the hulking Ayon. The anime stretches its reach to a larger group: Candice Catnipp, Giselle Gewelle, and Liltotto Lamperd all appear using it, as do Robert Accutrone, Meninas McAllon, and Uryū Ishida. In both the English manga and the anime the name is rendered Sklave Rai.

Quincy: Vollständig is the final transformation state a Sternritter can reach, while Sklaverei is a technique that only becomes available once that Vollständig state has been entered, granting mastery over the surrounding Reishi.
No, Ichigo Kurosaki is never shown using Sklaverei; the technique is exclusive to Sternritter in Quincy: Vollständig, with Quilge Opie confirmed as its manga user and several other Sternritter using it in the anime.
Sklave Rai is the name used for Sklaverei in both the English manga and the English anime dub.
Sklaverei lets its user pull apart the substance underlying spiritual things such as terrain and souls, safely draw in normally toxic Hollow power despite unstable side effects, and top up stamina while knitting shut small wounds.
