Angel takes the shape of a lovely, androgynous young man, forever dressed in the Public Safety suit. A halo hovers over his shoulder-length red hair, while a pair of white feathered wings spreads from his upper back. His design draws on the humblest ranks of angels, the kind most often painted in medieval and Renaissance works. Following the International Assassins arc, he is left without either of his arms.

Almost unique among devils, Angel bears virtually no malice toward humanity, though he insists he is a devil before he is an angel and claims people ought to die in pain. In practice he softens at the bedside of the dying, apologizing and offering comfort, a tenderness he chalks up to his angelic half. He bristles at taking orders and shrinks from combat, so lazy that he professes to prefer death over labor, and he murmurs apologies to those whose years he spends whenever forced to arm himself. His power keeps him at arm's length from everyone, leaving him solitary among the hunters, with only Aki Hayakawa, the first person unafraid to touch him, forming any real bond. He has a weakness for soft-serve ice cream and will otherwise eat nearly anything. Although he begins resigned to dying just to escape work, he gradually comes to crave an ordinary human life and urges Aki to leave the job for a safer, longer one. He even grows protective of his partner, alarmed when Makima coerces Aki into a contract and trying to shield him from her.

Makima rates him the strongest agent in Special Division 4 after Captain Kishibe, a standing his idleness undercuts. His feathered wings let him fly and can be raised as shields tough enough to turn aside bullets, though the impacts still hurt, and his reflexes run fast enough to deflect gunfire and to react, if barely, to Quanxi's blinding speed. The hoarded years can be shaped through his halo into weapons of escalating cost: a five-year blade that kills with a single bloodless cut, a ten-year sword whose effect goes untested, a hundred-year cleaver, and a thousand-year spear. Makima, working him through her own halo, manifests that final crimson spear to impale and bring down the weakened Chainsaw Man. Tormented by nightmares of those he has slain, Angel resorts to such weapons reluctantly, yet he handles spears and swords alike with skill, once felling five of Santa Claus's dolls in a single stroke and hurling a pair of spears to impale Reze from a rooftop.
