Personality

Almost nothing about its character has come to light. What is plain is its rapport with Santa Claus, whom it readily backed in her bid to bargain with the Darkness Devil.

Abilities

It carries the usual devil traits, chief among them the power to seal contracts with humans in exchange for a price. Its single recorded pact, made with Santa Claus on terms left unstated, grants her the means to remake people into puppets bent to her will. The transformation passes by touch and spreads on its own, each new doll infecting whoever it brushes against, and these puppets can reshape an arm into a blade. Santa has to remain nearby to keep them under command, and once changed they can never be turned human again. Hybrids, devils, and fiends shrug the effect off entirely, though the corpse of a slain fiend can still be puppeted.

The devil acts in the open just once. During the International Assassins arc, Santa relies on a Hell Devil contract to cast the hunters and Tolka down below, and it is then that the Doll Devil slips into Tolka's frame, settles the bargain Santa struck with the Darkness Devil while acting on her behalf, and abandons the husk to rot.
