The mind behind the network is believed to wear the body of a woman with dark blue hair, green eyes, and a mole beneath one of them, dressed in a dark skirt and an orange sweater. That ordinary appearance is only a starting point. After she swallows a scrap of the Darkness Devil's flesh, doll arms and limbs erupt from her, her legs reform out of a heap of doll heads, and when night falls she swells into something far larger and more monstrous, sprouting horns like the Darkness Devil's and rows of sharp teeth. In this nightmarish state she carries some forty eyes and a shifting count of arms, ten by day and still more after dark.

Santa Claus is above all a strategist, staying hidden in some remote place while a perfect doll does her bargaining for her. The persona she sends to negotiate is openly predatory, demanding children as payment to be used for contracts and worse, and she shows no loyalty to those who serve her, converting even her devoted apprentice Tolka into a puppet when it suits her plan. Once the Darkness Devil's power floods into her she grows haughty and certain that she is on the verge of understanding everything, a delusion that shatters when Cosmo pours the whole knowledge of the universe into her mind and breaks it. In battle she is merciless, spreading her pain across puppets worldwide and reawakening the human minds inside her dolls purely to torment Denji.

Her reach comes from a stack of devil contracts, the foundation being her pact with the Doll Devil. A single touch turns a person into an obedient doll, and the effect spreads from doll to doll until a whole crowd becomes her army, though she must stay nearby to keep them under control and the change cannot take hold on fiends or hybrids. By feeding chosen victims human emotions like adoration, reverence, and guilt, she elevates them into perfect dolls that pass for living people and can sign contracts on her behalf. She also claims she can shift her consciousness into any doll she has ever made, which renders her effectively deathless so long as one of them still stands.

Three further pacts round out her arsenal. The Curse Devil's power activates once a cursed nail has been driven into a victim four times, after which the Curse Devil manifests to finish them off. The Hell Devil lets her banish any beings to Hell by naming where they stand, at the steep cost of three sacrificed children and one of her own bodies. Finally, eating a piece of the Darkness Devil supercharges her, multiplying her dolls' resilience, letting her parcel out her senses and pain among them, and granting her brutal strength, blinding speed, and a regeneration that knits her back together from darkness almost instantly.
