These are the undergarments the Evil Eye sported during its possession of Jiji. Once the yokai accepted Okarun's terms to fight him and nobody else, it threw the briefs away and turned them over to Manjiro for keeping as a cursed item, explaining that the garment would not bend to its owner's will.
By the Evil Eye's own account the briefs are sentient, sharing its hunger to slay every human it meets, and they balked at its plan to make Okarun a sole sparring partner. Manjiro adds, in the Volume 13 bonus pages, that without this underwear, where the grudges of the dead pile up, the Evil Eye can conjure neither its cursed house nor its grudge ball.
