Appearance

Tanned skin and considerable height belong to a young man whose face is that of a penguin. He dresses in a pale diving suit stamped with a red V across the chest, and a hood swallows most of the baseball cap underneath. Knee-length shorts, gloves and tall sports socks fill out the rest, and his soccer boots taper at the front into shapes that echo a penguin's webbed feet.

Little has emerged about him beyond the plain facts that he is a villain and a thief. Soccer clearly grips him: he keeps a ball moving at his feet even in the middle of a daylight robbery, which suggests a man who enjoys an audience.

History

Yotsuura snatches Makoto Tsukauchi's laptop and takes off, with Ichimoku Samazu and Jube Namimaru giving chase. Koichi Haimawari ducks into his costume and closes the gap using Slide and Glide, then tries to bring the thief down, only for Yotsuura to slip the attempt without losing control of his ball. A kick sends it squarely into Koichi's face, and while Koichi staggers back, Ichimoku's Meganetic Blaster catches Yotsuura in the back and drops him. Jube and Ichimoku work him over and tie him up, and Koichi recovers the laptop.

He resurfaces during the Naruhata Lockdown among a crowd of reformed villains, Horse Man and Rhino Man beside Willy Wanda and Tommy S. Gordon, all of them cheering on The Crawler against Number 6, who has taken his Destruction Style form. His Quirk, Soccer, appears to hand him the precise and forceful footwork of a professional player, to the point that he can dribble through a dense crowd, and it supports one named technique, Emperor Shot, in which he blasts the ball he always carries at whoever tries to stop him. Both his name and design derive from the emperor penguin, while the named finishing kick gestures at Inazuma Eleven.
